How Systems Immunize Themselves Against Efficacy
An observation on the present
Modern power no longer stabilizes itself primarily through prohibition, repression, or open enforcement. It operates differently. It permits criticism. It tolerates truth. It allows participation, while at the same time depriving all three of efficacy.
This observation does not describe a necessary state of the world. It names a present form of stabilization.
Temporal Asymmetry
The first striking feature is a temporal asymmetry. Decisions are made at a moment when they cannot yet be negotiated publicly. Criticism, review, or correction begins later, at a point when the decision has already been transferred into procedures, contracts, or technical processes. What is discussed only within Continuing Past loses its point of intervention. It remains correct, but without consequence.
Structural Decoupling
This is accompanied by structural decoupling. Responsibility exists formally, but cannot be addressed in practice. Assigned responsibilities are distributed, outsourced, or bound to procedures that do not themselves have to respond. Criticism encounters a system, but no actor. It can be expressed without producing a response.
Shift of the Public Sphere
Finally, a shift of the public sphere becomes visible. Truth has not disappeared. It is available, documented, and verifiable. Its efficacy, however, increasingly depends on recognition. The public sphere functions less as a space of truth and more as a system of relevance. What lacks Connectability remains without consequence, regardless of its truth content.
These three elements—temporal displacement, Non-addressability, and the control of relevance—work together. They prohibit nothing. They suppress nothing. They make efficacy unlikely.
Structural Immunization
The effect resembles immunization. Not in a medical sense, but in a structural one. Criticism is not rejected in the first place. It is integrated. Neutralized. It is allowed to appear without causing damage. It confirms openness without forcing change.
This stabilization is not the result of a unified plan. It requires no complete theory. It arises where procedures prove effective in securing legitimacy and delaying intervention. Such procedures are adopted, adapted, and normalized. Because they work.
The decisive point is this: the description says nothing about how the world must be. It shows how order currently stabilizes itself while the field remains open and does not exclude other orders.
The question that follows is not moral. Nor does it ask who is to blame. It concerns time itself:
How long can an order persist when it permits criticism without granting it efficacy?
