Connections the System Does Not Establish
An observation on responsibility
In many present-day orders, responsibility exists formally. Assigned responsibilities are named, procedures defined, and roles distributed. Yet responsibility often remains without an address.
Criticism takes place. It is expressed, documented, and passed on. It encounters systems, but no counterpart.
Assigned Responsibility No Longer Responds
Non-addressability describes this constellation. It does not mean that no one has been assigned responsibility. It means that assigned responsibility no longer responds. Responsibility exists without the capacity to answer.
Decisions emerge through processes that divide themselves into separate parts. They are prepared, reviewed, coordinated, and implemented. Every step is correct. Every actor operates within the limits of their role. This very correctness prevents the possibility of intervention. Responsibility circulates without taking hold.
Criticism addresses procedures. Procedures do not answer. They refer onward.
An order thus emerges in which no one blocks, but no one decides either. Response is replaced by process. Answer by referral. Responsibility by assignment.
Non-addressability as an Organizational Form
Non-addressability is not a deficiency of organization. It is its form. It arises where stability is secured not through enforcement, but through allocation. The finer the division, the lower the capacity to respond.
This structure is robust. It does not protect individual actors, but the process itself. Anyone who raises criticism encounters a system that can take up criticism without having to change. Objections are processed, reviewed, and classified. They do not disappear. They remain without consequence.
Non-addressability has a calming effect. It signals order, professionalism, and regularity. It creates trust in procedures, not in decisions. Responsibility is therefore not abolished, but allocated without becoming capable of responding.
Response Becomes Structurally Unlikely
Within this logic, it is difficult to identify a moment at which a different decision could have been made. The process was correct. The decision comprehensible. The procedure complete.
Non-addressability explains why criticism is often led in circles. Why review takes place without intervention. Why responsibility is named without anything shifting.
This observation does not describe a moral deficiency. It describes a form of organization in which response becomes structurally unlikely. Not because no one wants to respond, but because no one has to.
